GAO discussed future District of Columbia correctional institution populations. GAO stated that: (1) the average daily number of District prisoners during fiscal year (FY) 1983 was 6,572, and is expected to increase to 7,615 by FY 1990, an increase of 15 percent; (2) the total capacity of District correctional facilities will increase to about 5,600 inmates by the end of 1984; (3) the average daily inmate population at District facilities exceeded the capacity of the facilities by about 11.4 percent during FY 1983, and is expected to exceed capacity by 10.4 percent in FY 1990; (4) current approved prison construction for the District will cost about $12.6 million; and (5) it would cost about $59.9 million to build prisons with sufficient capacity to eliminate overcrowding in District correctional facilities by 1990.
