Highlights

A firm protested a Marine Corps contract award, contending that the awardee's bid was nonresponsive. GAO held that, since the protester was not in line to receive the award had its protest been successful, it was not an interested party eligible to protest. Further, there was no evidence to substantiate the protester's contention that the awardee did not meet specification requirements. Accordingly, the protest was dismissed in part and denied in part.
