A firm requested review of a Claims Group settlement which disallowed the requester's claim for a refund from the Air Force. The Air Force had set off the amount from monies it owed the requester to reflect the damages to an Air Force member's household goods incurred during transportation. The requester argued that the Air Force set off an excessive amount because it was based on an allegedly incompetent expert repair estimate. GAO held that the Air Force reasonably established the extent of the damages by providing substantiated estimates from two different repair shops. The requester provided no evidence rebutting the estimates. Accordingly, the Claims Group settlement was sustained.
