A firm requested reconsideration of a decision which dismissed its protest against a sole-source contract award by the U. S. Embassy in Rome, Italy. GAO had held that, since the protester was debarred, it was not an interested party for the purpose of protesting the procurement. The protester contended that GAO failed to consider the fact that the protester could have supplied the required product to firms that were eligible for award. GAO held that it would not reconsider the matter because: (1) the protester failed to raise the instant issue in its original protest; and (2) the protester did not have a sufficient interest in the procurement to protest. Accordingly, the request was dismissed.
