A firm protested the award of a contract under a request for proposals issued by the Tennessee Valley Authority (TVA). GAO stated that it does not consider protests involving TVA procurements, since it is precluded by statute from disallowing credit for any expenditures which TVA determines necessary to carry out the TVA Act. Accordingly, the protest was dismissed.
