A firm claimed proposal preparation costs and attorney's fees in connection with its protest of a Naval Supply Center contract award. GAO noted that the protester had withdrawn its protest of the award. GAO has held that a firm's withdrawal of its protest precludes consideration of its claim for proposal preparation costs. Further, the protester was not entitled to attorney's fees under prevailing legislation. Accordingly, the claim was dismissed.
