A potential subcontractor to a firm which submitted a bid as a prime contractor complained about a proposed contract award by the Burlington International Airport, a grantee of the Federal Aviation Administration. The protester contended that there were irregularities in the bid submitted by the proposed awardee and that the proposed awardee's subcontractor did not make an adequate site inspection. Therefore, the protester requested that the proposed awardee be disqualified as a bidder and that an award be made to the protester's prime contractor. Since the protester's prime contractor filed a complaint before the protester filed this complaint, and there was no indication that the prime contractor acquiesced in the protester's complaint, GAO would only consider the prime contractor's protest. Accordingly, the protester's complaint was dismissed.
