[Request for Reconsideration of Protest Concerning Evaluation and Rejection of Offer]

A firm requested reconsideration of a decision which denied its protest of the Department of Energy's evaluation and rejection of its offer to furnish consulting services. The requester contended that GAO would have found the evaluation unreasonable had it investigated the matter independently.
