[Comments on H.R. 5646]

Pursuant to a congressional request, GAO provided comments on H.R. 5646, which would extend the authority under which agencies' Inspectors General and the President may grant cash awards to Federal employees who disclose incidents of fraud, waste, or mismanagement within the Government. GAO stated that it supports enactment of the bill because most agencies are still in the early stages of implementing award programs.
