An Army finance and accounting officer requested an advance decision as to whether appropriated funds may be used to construct and maintain a crosswalk across a public highway separating two Government facilities. In a prior decision, GAO held that, because agencies are precluded under the law from contracting for improvements on Federal property unless funds are specifically appropriated for that purpose, specific authority was required to finance improvements on State property. GAO found that the same principle applied to this case and, therefore, appropriated funds were not available for the proposed crosswalk.
