[Comments on H.R. 5196]

Pursuant to a congressional request, GAO provided comments on H.R. 5196, a bill that would authorize Government agencies to hire private attorneys to conduct debt collection litigation rather than refer debt collection cases to the Department of Justice. GAO stated that it supports the legislation and suggested several changes that it believes are consistent with the intent of the legislation.
