A firm protested a Tennessee Valley Authority (TVA) solicitation, contending that the specification requirements were unduly restrictive of competition and overstated the Government's needs. GAO does not review protests involving TVA procurements because it is statutorily precluded from disallowing expenditures approved by the TVA Board. Accordingly, the protest was dismissed.
