[Comments on H.R. 2133]

GAO commented on provisions of H.R. 2133, a bill which would amend the Small Business Act. GAO strongly endorsed provisions of the bill designed to increase the extent of competition achieved in the procurement of spare parts. However, GAO expressed concern that key provisions of the bill would enshrine into law certain limitations on competition through various preferences toward small business, contrary to the fundamental principles of full and free competition.
