Topics in Evaluation

This article, which appeared in the GAO Review, Vol. 19, Issue 2, describes the application of the case study method to program evaluation and uses the new towns in-town program to illustrate the steps. Various considerations that analysts must make in selecting a representative case and the types of questions analysts must answer are discussed.
