A firm requested review of a General Services Administration (GSA) audit action which determined that the claimant had been overpaid for two air transportation shipments. GSA claimed that the priority air service rates paid for the shipments were not applicable, since neither Government bill of lading bore the notation required or specified the pickup or delivery date for either shipment. A claimant bears the burden of furnishing evidence that establishes its claim and right to payment. Since the claimant failed to meet this burden, GAO sustained the GSA action.
