A firm protested the rejection of its bid under an Air Force solicitation, contending that: (1) the Air Force's technical evaluation of its proposal was unreasonable; and (2) the evaluation was tainted by bias and a conflict of interest. The Air Force rejected the proposal as technically unacceptable. GAO held that the protester's proposal was technically unacceptable because it failed to meet the solicitation specifications and was not adequately written. In addition, GAO held that the protester did not prove that the procurement was tainted by bias or conflict of interest. Accordingly, the protest was denied.
