A firm protested the rejection of its bid by the Department of the Treasury, contending that the fact that its bid sample deviated from the dimensions specified in the solicitation should be waived as a minor informality. GAO held that Treasury properly rejected the bid as nonresponsive because the solicitation stipulated that samples were required to conform to the specified dimensions. Accordingly, the protest was denied.
