The Peace Corps requested GAO approval of its proposed system to pay Peace Corps volunteers at overseas posts using in-country postal facilities and money orders. The new system is intended to overcome the difficulties encountered at foreign posts where adequate financial institutions are either not available or not capable of implementing the current composite check system and where local stores will not cash U.S. Treasury checks for volunteers. The Corps believes that the only way to get funds to volunteers in these countries is by postal money order through the in-country postal facilities. GAO had no objection to the proposed system and approved its implementation accordingly.
