A firm requested reconsideration of a decision in which its protest was dismissed by GAO as untimely filed. The protest was untimely because it was not filed by the closing date for receipt of proposals. The protester contended that solicitation amendments extended the closing date and, therefore, extended the deadline for the filing of timely protests. GAO disagreed, stating that protests must be filed within 10 working days after the basis for a protest should have been known, or by the closing date, whichever is earlier. Accordingly, the prior decision was affirmed.
