[Protest of FEMA Contract Award]

A firm protested a Federal Emergency Management Agency contract award, contending that the solicitation specifications were restrictive. Protesters are required to file their complaints with GAO within 10 days of their constructive knowledge that the protest was rejected by the procuring agency. GAO held that, since the protest was not filed within that period, it was untimely. Accordingly, the protest was dismissed.
