[Request for Review of Settlement Denying Reimbursement]

A shipping firm requested review of a Claims Group settlement which denied its claim for reimbursement of an amount offset from its revenues by the Air Force for property allegedly lost during shipment. The Claims Group concluded that the carrier was liable for the loss. The claimant contended that the Air Force was liable for the loss because it did not maintain accurate records of sealed shipments. GAO failed to find that this argument rebutted the case of liability. Accordingly, the claim was denied.
