A firm requested reconsideration of a decision which denied its protest of the Air Force's rejection of its offer of surplus material under a solicitation for roller bearings. GAO concluded that, in the absence of historical data on the surplus parts, the Air Force was reasonably concerned that the parts could not be inspected adequately without incurring damage. The protester asserted that it did furnish complete historical data on the parts and argued that inspection without damage was possible. GAO determined that the historical data furnished by the protester were not adequate to satisfy Defense Acquisition Regulations and that nothing in its later submission invalidated the Air Force's judgment concerning the impracticability of disassembling the bearings for inspection. Accordingly, the prior decision was affirmed.
