The President's Commission on Executive Exchange requested a decision as to whether moneys in the Commission's account in an Office of Personnel Management (OPM) revolving fund could be used to pay certain expenses, including: (1) a word processor; (2) a postage machine; (3) furniture reupholstery; and (4) commercial insurance for art objects displayed at the Commission. GAO found that the account with the OPM revolving fund was established to pay the costs of the Commission's education programs and that funding for Commission staff salaries and administrative expenses comes from the OPM salaries and expenses appropriation. GAO held that the word processor and postage machine were to be used exclusively in support of the Commission's education programs and could, therefore, be purchased with funds from the OPM account, whereas the reupholstery and insurance should be considered general administrative expenses and should be paid from the OPM salaries and expenses appropriation.
