A firm protested the Air Force's rejection of its bid, which was based upon the Small Business Administration's refusal to issue a Certificate of Competency to the firm. GAO stated that it would not review this refusal unless the protester made a prima facie showing of bad faith or demonstrated that information vital to the nonresponsibility determination was not considered. No such showing was made. Accordingly, the protest was dismissed.
