A firm requested reconsideration of a GAO decision which dismissed its protest because it was determined that the protester was not an interested party in the Veterans Administration's award of a contract for underground heat distribution (UHD) systems. GAO noted that suppliers of UHD systems must have them approved under prequalification procedures through issuance of a letter of acceptability. The only letter of acceptability for a UHD system was issued to a firm which was subsequently purchased by another firm. Although the protester argued that the latter firm was not the rightful owner of the letter, it failed to demonstrate this fact. In addition, the protester failed to demonstrate that the prior decision was based on information not previously considered or on an erroneous interpretation of fact or law. Accordingly, the prior decision was affirmed.
