A firm protested that certain specifications in an invitation for bids issued by the Federal Emergency Management Agency were ambiguous and that no vendor could met the delivery schedule. GAO ruled that: (1) the protester's allegation concerning ambiguous specifications was untimely since it was not made prior to bid opening as required under bid protest procedures; and (2) the protester's complaint about the delivery schedule questioned the responsibility of all bidders, and GAO will not review a contracting agency's affirmative determination of responsibility in the absence of evidence showing that the determination was made fraudulently or in bad faith or that definitive responsibility criteria were not met. Accordingly, the protest was dismissed.
