[Request for Advance Decision Concerning Payment of Overtime]

A Navy activity requested a decision concerning the payment of overtime and charging of leave incident to an arbitrator's award. The arbitrator found that the Navy violated an agreement with a union when it changed the work hours of unit employees for a period less than the minimum prescribed by the agreement. GAO found that there was neither a request for an advisory opinion nor a joint request from the parties based upon a mutually agreed statement of facts. Consequently, GAO declined jurisdiction over the matter.
