An official at the Department of Energy claimed reimbursement of a tip he gave to the driver of a rented car furnished during the claimant's temporary duty abroad. The claimant's original claim was disallowed because the driver was thought to be a Government employee. GAO held that the driver was not a Government employee and that the tip was customary and reasonable. Accordingly, the voucher may be certified for payment.
