A firm protested the proposed cancellation of a Defense General Supply Center (DGSC) solicitation. DGSC had determined that, although the protester's low bid met the required bid specifications, the specifications themselves did not meet the Government's minimum needs and solicitation cancellation was proper. The protester argued that it should have received the award and that it should have been allowed to incorporate any needed specification changes into the contract. GAO held that, although the specification deficiencies were the fault of DGSC, the resulting design deficiencies in the protester's product provided a reasonable basis for cancellation. Accordingly, the protest was denied.
