A firm protested the Navy's rejection of its bid as nonresponsive because it did not submit a complete bid set or state that it would comply with the terms of the invitation for bids. The protester contended that its bid should have been considered responsive because there was not sufficient time to obtain a complete bid set and submit it before the bid opening time. Under bid protest procedures, a protest alleging that there was inadequate time to prepare an offer must be filed prior to the time set for the receipt of offers. Protests against other than improprieties in solicitations must be filed within 10 working days after the basis for protest is known. Since this protest was not received within this timeframe, it was untimely and not for consideration on its merits. Accordingly, the protest was dismissed.
