An employee of the Federal Bureau of Investigation (FBI) sought reimbursement of an amount which he paid to the Government for excess costs incurred in the shipment of his household goods incident to a permanent change of station. The shipment's weight certificate had indicated that the shipment was significantly over the statutory limit. The employee alleged that the shipment weight was in error and that the weight tickets were fraudulent. After an extensive investigation, FBI found no fraud or error on the part of the carrier or its driver and the employee did not provide sufficient evidence to refute the finding. Therefore, GAO concluded that the employee was indebted for the amount in question. Further, GAO will not question such matters absent a showing of error, since they are matters primarily for determination by the administrative agency. Accordingly, the reimbursement was denied.
