Two firms protested the award of a subcontract under a solicitation issued by a prime contractor for the Navy. The protesters contended that the awardee was not the low, qualified bidder and that the subcontract award was not in the best interest of the Government. GAO stated that it would not consider the protest because it only considers subcontractor protests in limited circumstances, none of which were present in this case. Accordingly, the protest was dismissed.
