Highlights

The incumbent contractor for janitorial services at a ranger station requested cancellation of the 1983-1984 janitorial services contract at the station and resolicitation of the procurement so that it might bid. The protester stated that, on various occasions prior to the expiration of its own contract, it expressed interest in bidding on the new contract to the contracting officer and requested a copy of the solicitation. However, the protester did not receive a copy and was advised that the procurement had been advertised, bids had been received and opened, and an award had been made. GAO held that the failure of a contracting agency to solicit the incumbent contractor for the current year contract did not constitute a compelling reason to resolicit where there was no showing that adequate competition was not obtained for procurement, that prices obtained were unreasonable, or that a deliberate or conscious attempt was made to preclude the incumbent contractor from competing. Accordingly, the protest was summarily denied.
