[Complaint of Naval Regional Contracting Center Contract Award]

A firm protested the award to any other firm of a contract under a Navy invitation for bids. Since a complaint involving the same issues had been filed with a district court and the court had issued a final judgment on the merits of the complaint, GAO could not consider the matter. Accordingly, the protest was dismissed.
