A firm questioned whether the awardee under an Army Corps of Engineers contract was performing in accordance with the specifications and other provisions of the contract. GAO stated that this question involved a matter of contract administration which is considered by the contracting agency, not by GAO. Accordingly, the protest was dismissed.
