[Protest of Navy Decision To Retain In-House Performance of Services]

A firm protested the Navy's decision to use in-house performance of illustration services after consideration of the bids received under the solicitation. GAO held that where the protester files appeal with the contracting agency's decision to retain services in-house and subsequently files protest with GAO, the protest will be dismissed as premature where the appeal is still pending. Accordingly, the protest was dismissed.
