A firm requested reconsideration of a decision which denied its protest concerning an invitation for bids (IFB) issued by the Army. The IFB was part of a cost comparison to determine whether performing laundry and dry cleaning work at an Army installation would be more economical if performed in-house using Government employees or by contract. The firm had protested that the costs charged to its bid were erroneously calculated and contrary to the procedures followed by other Army installations in other procurements. GAO found that the evaluation of the bids was proper and, accordingly, the prior decision was affirmed.
