A firm requested review of settlement actions taken by the General Services Administration (GSA) in connection with three shipments of Government property that were transported on Government bills of lading (GBL). GSA paid two of the carrier's claims either in part or in full; however, it disallowed the firm's third claim pertaining to kitchen equipment mounted on trailer vehicles. The firm contended that the equipment was misclassified by GSA under the third GBL and, therefore, it was entitled to full payment. GAO reviewed the applicable provisions and concluded that the items shipped under the third GBL were correctly classified by GSA. Therefore, the GSA audit action was sustained.
