A firm requested reconsideration of a decision which denied its protest and held that it had not carried its burden of proving that the procuring agency had overstated its minimum needs and that the invitation for bids was unduly restrictive of competition. It also protested the denial of its request for reconsideration of that decision. A request for reconsideration must not be filed later than 10 days after the basis for reconsideration is known or should have been known. Since this request for reconsideration was not filed within the required timeframe, it was untimely and not for consideration. Accordingly, the second request for reconsideration was dismissed.
