A firm requested reconsideration of a decision which denied its protest of a solicitation requirement requiring bidders to submit evidence of possession of a specific State license for guard services. For that procurement, the low bidder held the required license and presented it at the time of bid opening. As the second low bidder, the protester's bid was not rejected; therefore, it was not prejudiced by the agency's inclusion of the protested provision since it would not have gained the award even in the absence of the provision. Because the protester made no showing that the prior decision was erroneous, GAO did not consider its arguments further. Accordingly, the prior decision was affirmed.
