Comments were requested on H.R. 4774, a bill which, if enacted, would revise, codify, and enact without substantive change certain general and permanent laws related to money and finance. Congressional intentions are to standardize and update the language of many ancient and arcane statutes and to eliminate laws which have become obsolete with the passage of time or superseded by later enactments. This is of particular concern in the sections dealing with GAO access to records authority, because many legal decisions rely on existing laws. GAO recommended modification of certain revisions to avoid conflicts with past laws, as well as some language changes which more accurately conform to the standard terminology and definitions of the Federal Government.
