A firm requested reconsideration of a decision which dismissed, as untimely, the firm's protest against a contract award made on a sole-source basis. The firm contended that the protest was not untimely because, even when the protest was filed, it was not in possession of all the information required to form a basis of protest. Alternatively, the firm argued that GAO should consider the merits of the protest because it raises significant issues regarding procurement practices and procedures. After considering the firm's contention, GAO could not find any errors of law or fact in the decision's conclusion on which to reverse or modify the decision. Further, the matter does not fall within the exceptions to the timeliness requirements. Accordingly, GAO held that the decision was affirmed.
