A firm filed a complaint concerning the acceptance of a competitor's bid by a grantee of the Environmental Protection Agency (EPA). GAO has stated that it would consider complaints concerning procurements conducted by recipients of Federal grant funds. However, where a grantor agency such as EPA has an established procedure for identifying and resolving problems concerning grantee procurements, GAO will not consider a complaint unless the matter has first been presented for grantor agency consideration. In this case, the firm had not presented the matter to EPA for consideration under that agency's protest procedures. Accordingly, the complaint was dismissed.
