A subcontractor requested assistance in securing payment of its claim against the prime contractor on a Veterans Administration contract. According to the subcontractor, the contractor failed to make the final payment to it. However, the settlement of obligations between prime contractors and subcontractors is not a matter for GAO decision since there is no privity of contract between the subcontractor and the United States. Therefore, the matter was dismissed.
