A firm requested reconsideration of a GAO decision in which its protest was dismissed as untimely. That protest was directed at the allegedly restrictive nature of the specifications, but was not filed until after the bid opening date, contrary to the requirements of bid protest procedures. The basis for the protester's request for reconsideration was that it had filed a verbal protest prior to bid opening. From the material submitted by the protester, it was apparent that the verbal protest was resolved to the apparent satisfaction of the protester prior to bid opening and that on rejection of its bid it was aware of the basis for the rejection. Thus, however this protest is viewed, it was untimely as originally filed. The firm offered no factual or legal grounds upon which reversal of the original decision was warranted. Thus, the prior decision was affirmed.
