A firm filed a request in connection with a previous GAO decision which held that the firm had failed to show that the Defense Logistics Agency's (DLA) current procurement practices lacked a reasonable basis. Although it was presented as a request for reconsideration, the firm's request appeared to be: (1) a request for internal information in the custody of DLA; and (2) a request that GAO obtain and investigate the requested information. Otherwise, the firm merely expressed disagreement with the GAO position and failed to set forth either a factual or legal basis upon which to reconsider the decision. If the firm believed that disclosure of the internal information would provide a sound basis for reconsideration, it should have applied directly to DLA under the Freedom of Information Act. Any request for reconsideration based upon such information must be filed in accordance with bid protest procedures. Accordingly, the request for reconsideration was dismissed.
