The question was raised as to whether travel and per diem expenses should be paid to employees who were negotiating a collective bargaining agreement on behalf of a labor union. GAO finds it inappropriate to render a decision on the issue since it is still pending in court. GAO believes that any payment should be deferred until the matter is decided by the courts.
