Highlights

A firm requested reconsideration of a prior GAO decision on the basis that GAO never ruled on whether alleged ambiguities in procurement specifications should have been corrected by the contracting agency prior to bid opening. GAO denied the original protest on the grounds that the adverse consequences of the alleged ambiguities were mere speculation. Requests for reconsideration must contain a detailed statement of the factual and legal grounds upon which reversal or modification of the decision is deemed necessary. Any errors of law or information not previously considered must be included. The protester did not advance any additional information or legal arguments which showed the prior decision to be erroneous. Accordingly, the prior decision was not reconsidered.
