A school psychologist employed by the Department of Defense Dependents Schools, Europe, requested reconsideration of the Claims Division's denial of his claim for loss of salary due to retroactive correction of the determination of his pay schedule based upon teaching experience in the Job Corps. The Army found that the Job Corps employment would not qualify as teaching experience for promotional purposes. There was no indication in the record that the determination was incorrect. Matters relating to the qualifications of an employee are for the employing agency, not GAO, to determine. Accordingly, the action of the Claims Division denying the claim was sustained.
