Highlights

A former prisoner of war expressed dissatisfaction with a determination that he was not eligible to claim overtime compensation for the period of his internment in North Korea. Claims or demands cognizable by the General Accounting Office not received within 6 years after accrual are barred. The basis for the claim in question accrued no later than December 1968, when the claimant was released from internment, and was received Feburary 1977. Therefore, GAO determined that the claim was barred from consideration by the 6-year limitation imposed by law and saw no reason to reconsider its earlier decision.
